Abstract:

During the rainstorm of April 6-7, 1983, a shell ramp was constructed over State Highway 406, closing the relatively shallow depression formed by the roadway passing over the levee which separates Orleans Parish from Plaquemines Parish. In addition, Drainage Pumping Station No. 11, which serves the catchment area known as Lower Coast Algiers in Orleans Parish, operated at half capacity throughout the event. A hydrologic investigation of the April 6-7, 1983, event was performed to determine how much of the flooding experienced within the Lower Coast Algiers was caused by the construction of the shell ramp and the loss of pumping capacity. The investigation includes a field reconnaissance, review of available records, computer modeling, topographic analysis of the subject Lower Coast Algiers area, hydrologic analysis of the subject rainstorm, and computer animation of the resultant flooding.
