Abstract:

System engineering means many things to many people, but there is a large group of practicing engineers in the defense and energy sectors who define system engineering as a structured and disciplined practice of top-down function-driven engineering development that provides a traceable and verifiable record of all engineering decisions. This group of individual has recently formed a new organization, the National Council of Systems Engineering (NCOSE), to provide a forum to discuss common problems and a mechanism to archive and transfer knowledge of system engineering. Risk analysis and management is a direct by-product of this system engineering process, rather than a specialized activity that lacks an advocate or a client. The paper describes risk activities in the context of system engineering.
