Abstract:

The improvement of housing affordability through innovation in design and construction has been paid an insufferable amount of lip service by the academics. The fact is that very little has been accomplished to make housing more affordable through research in design or building construction. Although researchers, teachers and students continue to beat the subject to a pulp, the results of their efforts have been, at best, disappointing. Undoubtedly, housing design and construction cry for upgrading to anywhere near the manufacturing standards of today's high technology. However, the principal causes of housing unaffordability are the cost of land and borrowed money, and not building cost. This paper proposes a modification of federal tax law that would substantially reduce the cost of borrowed funds to the home owner.
