Abstract:

Traffic Management Initiative was a petition-based referendum that sought to limit traffic impacts of proposed or planned development through the use of more stringent transportation planning guidelines. ICU analysis compares the volume of traffic at an intersection to its estimated capacity. This paper provides an evaluation of the two level of service methodologies, namely the delay and ICU level of service, and their relationship to each other.
