Abstract:

The Talbert Channel Ocean Outlet Project consisted of relocating and enlarging the outlet of a relatively narrow, shallow flood control channel in Southern California. Noteworthy aspects of the project included not only the technical issues related to creating a channel opening in a dynamic beach, and predicting wave propagation in the channel, but also the environmental and social issues related to constructing a public works project in a coastal area subject to complex regulatory requirements and intensive public use.
