Abstract:

In October, 1986 San Francisco's newest recreational boat harbor, South Beach Harbor, opened for business. This event was preceded by ten year's of planning for this major new development on the San Francisco Northeastern Waterfront. The author was a participant in the market, financial and management planning for the project in what can be described as one of the most difficult development environments in the world. Many projects have been proposed for the San Francisco waterfront, few have been successfully developed. This paper is presented in three sections describing the events leading to project development, presenting project formulation challenges encountered and solved during the feasibility study phase and describing what has occurred since the project opened. The paper discusses the challenges harbor development interests must overcome on major urban waterfronts where special interests, as well as engineering, economic, and financial factors, play and important role in project formulation and development.
