San Francisco Double-Deck Viaduct Retrofits

Abstract:

Following the Loma Prieta Earthquake in October 1989, six double-deck reinforced concrete viaducts in San Francisco were closed because of some isolated damage, and as a precaution for the safety of the travelling public. The damage was not significant nor prevalent, but the collapse of the Cypress Viaduct in Oakland served notice that double-deck retrofits should not be delayed. Six consultant consortiums were hired by CALTRANS to produce retrofit plans in a fast-track mode to avoid lengthy viaduct closures. Since that time, original plans were aborted, and new concepts have been chosen. This paper identifies the viaduct seismic problems, dynamic analysis of the structures, and a comparison of the retrofit methods considered for this very extensive and expensive effort.
