Abstract:

The process of designing and constructing facilities involves three parties, the Owner, the Designer and the Constructor. Each has a significant role in this process if the project is to produce a quality solution to the program, meet the budget and schedule, avoid litigation, and be profitable to the participants, both intellectually and economically. Agreements must be developed which will avoid an adversarial relationship between these three partners. In addition, risk sharing must be defined, understood, and accepted by all. The planning and construction process involves a substantial investment with revenue flows and regulations that demand sound, ethical business practices.
