Trihalomethane Control: A Case Study

Abstract:

Controlling trihalomethanes (THMs) has been an important part of many utilities' water treatment programs since THMs were first regulated in 1979. The increased disinfection requirements of the Surface Water Treatment Rule and the potential for lower allowable THM levels in the pending Disinfection Byproducts Rule have led to increased interest in THM control. This paper presents a case study of how one Washington utility, Public Utility District (PUD) No.1 of Skagit County, developed and implemented a program to reduce THMs to meet existing and anticipated future standards. The program began with the PUD's 1984 Comprehensive Water Plan and included bench testing, predesign, design, construction, and operation of a new water treatment plant.
