Abstract:

Continued erosion of the shoreline results in loss of land, depreciation of property values and may result in an increased threat to public safety. Limited financial resources require governmental and shoreline management agencies to prioritize the erosion control projects which would protect property and increase public safety. The benefits to the public at large should determine the scale of any works anticipated. This paper presents a procedure which assists in the evaluation of the most cost-effective alternative of meeting shoreline protection objectives. It is necessary to adequately describe the shoreline characteristics and the coastal processes. Long term erosion rates and potential erosion damages must be identified. Alternative protection concepts are then developed and the benefits and costs evaluated. Examples of the results of benefit-cost evaluations along the Scarborough Bluffs in Metropolitan Toronto are provided.
