Abstract:

The States/British Columbia Oil Spill Task Force, consisting of government representatives from Washington, British Columbia, Alaska, Oregon, and California, formed in 1989 in response to the Nestucca and Exxon Valdez spills in order to cooperatively review and implement oil spill prevention and response for the United States and Canadian west coast. The Task Force established four technical subcommittees to investigate issues regarding spill prevention, emergency response, financial recovery, and technology sharing. In October 1990 the Task Force released its final report, which reflected surprising unanimity in its adoption of 46 significant joint recommendations and a number of state/province specific recommendations based on the subcommittee findings. Task Force members have already begun to put these recommendations into action, and will continue to meet annually to review progress and hold cooperative drills.
