Abstract:

The Coastal Zone Management Act allows states to block the issuance of Federal licenses and permits if the permitted activity would be inconsistent with the state's Federally approved coastal management program. The Secretary of Commerce may override the state objection if certain criteria are met. This paper examines those criteria and the Secretary's decisions applying them.
