Implementing Sacramento's NPDES Stormwater Permit

Abstract:

Between 1987 and 1990, EPA established the National Pollutant Discharge Elimination System (NPDES) permit application requirements and deadlines for stormwater discharges. During this same time, a study indicated that Sacramento's runoff was creating toxicity in the American River and potentially impacting water quality. In response to these potential impacts, and in anticipation of the forthcoming EPA regulations, the City and County of Sacramento began a joint effort late in 1989 to obtain a NPDES stormwater permit prior to final promulgation of federal regulations. On June 22, 1990, a NPDES permit for stormwater was issued to the Cities of Sacramento, Folsom, Galt, and Sacramento County. This paper discusses the objectives and efforts of the program being implemented by the City of Sacramento to control stormwater quality in this rapidly-growing community of 1 million people. Specifically, this paper describes the City's initial experience in developing and implementing the programs required by the NPDES permit.
