Siting the New Boston Harbor Outfall: Near-Field Analysis

Abstract:

In the near-field analysis for Boston's proposed Deer Island outfall to Massachusetts Bay, multiple initial dilution calculations were applied to estimate the frequency distribution of contaminant concentrations at the edge of the zone of initial dilution. This permits comparison with regulatory guidelines, some of which are now expressed in terms of permitted frequency of exceedence of near-maximum concentrations. However, the study for Boston's new outfall indicated the importance of average values of dilution as well, in distinguishing among candidate sites. The Boston study also highlighted the importance of far-field analysis in estimating the 'background buildup' of contaminants at a site, i. e. the degree to which contaminants are not flushed clear of a site following the initial dilution process.
