Abstract:

Policies for land and water management should be consistent and coordinated. Traditionally, land use and water management decisions have been made by different levels of government and/or agencies. The resulting conflicts and inconsistencies this creates are well known but progress in overcoming them has been slow. Topics of concern include facilities and industrial siting; urbanization of land, agricultural development and operations; flood management; and environmental protection.
