Abstract:

Per-shipment activities, incidental maintenance, repair, and routine maintenance for Federal Waste Management System (FWMS) casks and ancillary equipment and responsibility for those activities are discussed. Historically, the cask certificate holder has performed both repair and routine maintenance, with the cask user providing facilities. The Purchaser, as specified by 10CFR961, is responsible for both per-shipment activities and incidental maintenance. Repair of FWMS casks could be required at the user site, but the U.S. Department of Energy (DOE) is responsible for routine maintenance. Consideration of three options for providing routine maintenance - commercial, DOE, or reactor facilities - suggests that it should continue to be performed at reactor sites or at DOE facilities near the destination site until a dedicated FWMS facility is available.
