Abstract:

This paper analyzes the role of institutional considerations in the Monitored Retrievable Storage (MRS) program. Among the issues that will be discussed are: the present focus of the MRS program and its institutional environment; the institutional challenges facing the program; and the planning approach that the Department of Energy's Office of Civilian Radioactive Waste Management (OCRWM) is taking to address these challenges. The real challenge of MRS siting lies in the institutional area, in the attitude and participation of interested and involved parties, in the quality of the relationship that Department of Energy (DOE) has with these parties, and in the identification of a site that is suitable to these parties.
