Abstract:

This paper examines the feasibility of utilizing Dispute Resolution to significantly reduce the numbers of technical disputes subject to litigation in civil courts or before the NRC to enhance public acceptance of the Civilian High-Level Radioactive Waste Management Regulatory System. The Paper examines mechanisms available for neutral third parties, including 'lay persons' to resolve disputes prior to the submission of the license application.
