Defining the Need for and Functions of the Monitored Retrievable Storage (MRS) Facility

Abstract:

A series of system studies of the Civilian Radioactive Waste Management System were conducted by the Department of Energy (DOE) to determine the role for a Monitored Retrievable Waste Facility (MRS). Based on these analyses, DOE concluded that a simple MRS that handles intact fuel should be included as an integral part of the preferred configuration of the waste management system. Conclusions of another study by the MRS Review Commission agree in general with conclusions of the DOE but recommendations regarding system configuration differ. The Commission recommends two MRS-like facilities be incorporated in the system. Both studies agree that linkages between the repository and an MRS facility are not warranted and early operation of an MRS facility is desirable.
