Abstract:

In the rush to 'correct' the perceived deficiencies in the regulations covering the transportation of radioactive materials, many people, from legislators to the public, fail to recognize that the current regulations were developed over a period of several decades based upon carefully conceived and thought out principles intended to optimize safety of the public and those involved in the transportation activity. This paper provides a review of the development of the current regulations for use as a basis to evaluate the need for change, if any.
