Abstract:

This paper outlines U.S. Nuclear Regulatory Commission's (NRC's) key regulations applicable to U.S. Department of Energy's (DOE's) design of surface facilities to receive, process, and emplace high-level waste in a geologic repository. All components of the geologic repository for high-level radioactive waste, including surface facilities, are required to meet the regulations established by the NRC. These regulations require that the analysis of the design and performance consider the adequacy of the structures, systems, and components that are important to safety, the radiation protection requirements in 10 CFR Part 20, and the generally applicable environmental standards for radioactivity as may have been established by the Environmental Protection Agency. The consequences of accidents must consider internal and external events, including those caused by natural phenomena.
