Abstract:

An add-on hydroelectric project has been proposed for the Owyhee Tunnel No. 1, a component of the Owyhee Irrigation Project constructed in the 1930's by the U.S. Bureau of Reclamation. The 3.5 mile long horseshoe tunnel conveys water to a network of irrigation canals in eastern Oregon and western Idaho. The proposed hydroelectric project will divert water from the tunnel upstream of the control gates, through a turbine, and return the water to the tunnel downstream of the gates. Hydraulic transients due to load rejection by the turbine are of concern to the owners of the project. Hydraulic analyses using a combination of closed conduit waterhammer and open channel transients computer models were used to estimate the fluctuation in pressures, turbine rotational speed, discharge, and water levels in the tunnel and downstream canal system.
