Groundwater Protection in New York State

Abstract:

Groundwater protection is implemented by a variety of governmental entities. At the state level, the Departments of Environmental Conservation (DEC), and of Health (DOH) are the agencies with lead responsibilities. Other non-state agencies include county agencies, municipal governments, and regional planning boards. All fresh groundwater in New York State is classified to be protected as a source of drinking water. Specific ambient standards and guidance values for water quality have been developed, as have effluent limits for permitted discharges to groundwater. Superimposed on this base level of protection is a system of geographic targeting to manage risks of further contamination. These and other aspects of the subject are discussed.
