Abstract:

Folly Island has been the subject of numerous Federal studies, recommendations, and authorized appropriations since 1935. The overall consensus of these studies is that construction of jetties at the entrance of Charleston Harbor has accelerated erosion on Folly Island. Nearly fifty years after the first study, a Federal hurricane protection and flood prevention project on Folly Island was economically justified and authorized. Earlier projects were never economically justified or constructed due to lack of local (cost sharing) funds. Recently, the State of South Carolina enacted a Beach Management Act which contains sections which may negate economic justification of the Federal project. Additional aspects of the subject are discussed.
