Abstract:

Traditional methods of financing municipal stormwater operations and improvements through general city fund revenues has passed. A utility approach providing a continuous, uniform flow of funds from user fees, is gaining recognition as the proper course of action for the future. Growth impact fees are being used to finance new capital construction. Planning storm drainage capital improvements using a basin-wide approach and considering the total drainage basin system beyond individual subdivisions, requires a basin-wide financing method.
