Abstract:

Barrett Dam is owned and operated by the City of San Diego, California. This paper describes the response of the dam to heavy storms that occurred in Southern California in 1980. Computer-generated synthetic hydrographs were developed for the actual storms that occurred. An analysis was developed to determine what impact the dam had on the 'naturally' occurring hydrograph for the watershed and the outlet hydrograph for various assumed reservoir stages. It also investigates the tradeoff between water conservation and flood control protection at this site. Subsequent to construction of the dam, encroachments were allowed to occur within the downstream floodplain. This paper evaluates the impacts on the operation of the reservoir in order to protect these encroachments from inundation utilizing computer-generated routing techniques and water surface profiles.
