Abstract:

Methods of providing access facilities are covered which range from outright acquisition, obtaining public easements, and converting street ends to conditioning development permits. The paper focuses on access sites provided by permit conditions and those created by using small public ownerships such as street ends. Design guidelines are given which will help officials determine space requirements, widths of easements and on the kinds of facilities to be provided. Information is presented about signs and sign placement. The paper presents five principles about public access which will help make access sites attractive public facilities.
