Abstract:

An argument is made for imposing user fees to amass funds for repair and maintenance of local roads and streets. These infrastructure services have to compete for local general property taxes and funds typically fall dramatically short of adequate funding levels. Federal and state funds seldom provide as much as 60% of the operations and maintenance budgets for most municipal agencies. Deferred maintenance aggravates the problems, and result in higher costs for eventual rehabilitation of deteriorated roads. Methodology for establishing equitable fees is described. This is based in large part on trip generation data developed by the Institute of Traffic Engineers. A hypothetical case history illustrates the points made, and three actual case histories describe the experiences of communities who have imposed such fees.
