Abstract:

The development of small scale, renewable or alternative (R/A) energy resources was originally perceived as environmentally more acceptable than large-scale conventional projects. The environmental issues and regulatory climate for licensing R/A projects have become in most cases more restrictive, as knowledge has been gained on the impacts of these projects. The utilities and developers of R/A resources thus need to assess the key environmental and regulatory issues which might delay or impact these projects. This paper identifies key environmental and regulatory issues associated with eight R/A resources wind, solar (central-thermal), geothermal, biomass, small hydro, cogeneration, fuel cells, and photovoltaics. The manner in which the issues impact on the regulatory process and the potential to mitigate and/or accommodate these issues are also presented.
