Abstract:

Projects to be considered for inclusion in the Highway Safety Improvement Program (HSIP) must be part of a prioritized listing in which each project is based on accident experience or accident potential in order to comply with Title 23. In Texas, there are enough locations based on accident experience to provide a complete program of work. Each location is addressed in three (3) stages. These stages consist of location, development, and submission of the proposed projects. Completion of each step will lead to cost-effective and well designed projects. The first stage is to locate a potential safety project. Because each project to be included in the HSIP must be based on accident experience, the process for finding a location in need of improvement, likewise, is based on accident history. A computer program, 'Window,' has been developed which will count the number of accidents of a particular type in a roadway segment.
