Abstract:

The safety improvement programs specifically aimed at correcting high accident locations (HALs) are certainly helpful. These programs have resulted in sizeable frequency as well as severity reductions in spite of the increasing traffic volume (exposure) and potential for accidents. However, more can and should be done. The safety enhancement incorporated in 3R is one of the better ways to favorably affect the accident situation on our roadways. To assure consideration of safety enhancement in 3R construction, the FHWA guidelines require analysis of accident data to determine significant accident problem. This paper attempts to formulate a methodology to determine the significant accident problem. The suggested methodology uses the same basic approach which is used in the determination of HALs. It determines the critical number of a certain type of accident utilizing the Quality Control technique, as used in the determination of HALs.
