Planning for Hydro Projects in an Integrated System

Abstract:

The Incorporated County of Los Alamos, New Mexico (County) is forming an integrated electric utility system to serve the combined loads of the County and the Los Alamos National Laboratory (LANL). System studies to evaluate projected loads and resources have been performed over several years. They have served as a basis for decisions regarding purchase of thermal capacity, development of the hydro projects, planning transmission, and development of a financial plan. Procurement and construction of the two hydro projects, El Vado Dam Power Project (El Vado) and Abiquiu Dam Power Project (Abiquiu), are in progress. El Vado will utilize an abandoned outlet works as the water conveyance. The powerhouse will contain a single 8 MW Kaplan unit with average annual energy output of 24 GWh. Abiquiu will require modification of the existing operating outlet works tunnel to serve as a penstock.
