Abstract:

During the last nine years in California, the only significant new initiatives in regional land use management have been the creation of Conservancies. With the creation of the Coastal Conservancy, the Santa Monica Mountains Conservancy, and most recently the Tahoe Conservancy, a new land use control mechanism has achieved respectability. This paper examines this new mechanism by asking why it was needed, and what has it done.
