Abstract:

This paper summarizes the major features of the estuarine mitigation plan proposed by New York State Department of Transportation in conjunction with the interstate highway project known as 'Westway. ' The combination of on-site and off-site habitat modifications is designed to increase utilization of the mitigation areas by striped bass juveniles and other fish species currently occupying the Hudson River habitats that will be affected by the landfill associated with the Westway project.
