Abstract:

The Sanitation Districts of Los Angeles County (LACSD) provide wastewater treatment services to approximately four million residents and eight thousand industrial companies. Large and small petroleum refining facilities within LACSD process nearly one million barrels of oil per day. Among those pollutants discharged by refineries, sulfide and oil and grease and offensive odors present the most problems. In early 1982, the LACSD established additional local pretreatment regulations to reduce the concentrations of ammonia, oil and grease, organosulfur compounds (essentially hydrogen sulfide and mercaptans) contained in refinery wastewaters. The additional regulatory program also included detection for explosive gases. This program is described.
