Abstract:

This paper discusses organizational arrangements for design and construction of rapid rail transit systems and the advantages and disadvantages of the various organizational arrangements. It uses the Washington Metropolitan Area Transit Authority's organization, and its changes over time, as a case study. The paper also discusses several important management problems and/or issues that any transit authority embarking upon a rapid rail construction program should be alert to and prepared to deal with from the outset.
