Serial Information: Civil Engineering—ASCE, 1983, Vol. 53, Issue 2, Pg. 70-72

Document Type: Feature article

Abstract:

User fees for civil works projects insure that the primary beneficiaries of facilities pay for them. These fees are a way of imposing financial discipline on capital projects. The author argues that greater reliance on user-fee financing could increase the overall level of investment in civil works.
