Abstract: Human activities have been influenced by more and more frequent natural disasters in recent years. Highway infrastructures are seriously damaged and the reliability is declined dramatically. In order to strengthen the resistant ability against disasters of the highway network and reduce losses caused by natural disasters, the research of the highway lifeline planning was proposed. Firstly, the connotation and functional characteristics of the highway lifeline were investigated. Secondly, the planning principles and ideas were proposed on the basis of recalling the existing highway network planning theory and methods. Thirdly, the planning contents of the highway lifeline were discussed from the three main points: 1) the risk distribution of natural disasters in regional highway network, 2) the evaluation on the resistant ability against disasters of highway network, 3) the road planning of lifeline. Finally, a case of the highway lifeline planning was applied to the highway network of Hangzhou.
