Abstract: At present, in southwest of China, the output must depend upon railways in resource-owned city. For the limit of transport capacity, bottle-neck problem of logistics is how to confirm the keys factor of transport volume. In the main, the railways volume of there relies on strategy loading’s efficacy. We have to focus on how to confirm the strategy loading. But decision-makers grasp the key influence factors are not easy. Therefore logistics resources distribution can not guarantee its objectivity. This paper makes use of Rough Set (RS) theory method to deduce influence logistics key factors. The data came from railway stations in one resource-owned city of the southwest. Furthermore the key factory of evaluation can be confirmed. They are the base of successive studies about benefit evaluation.
