Abstract: As an effective measure of modern urban traffic management techniques, road congestion pricing plays an important role both in theory and in practice. The evaluation of road congestion pricing schemes on network performance impact is one of the important contents of pricing schemes decision-making. According to the multiple input and multiple output characteristic of the road network system, data envelopment analysis method is introduced to evaluate the network effect of the road congestion pricing schemes, and an improved data envelopment analysis model is presented to rank the pricing schemes in terms of the efficiency scores of improving network performance and easing traffic congestion of different pricing schemes. An example is presented to verify the effectiveness of the proposed method.
