Abstract: As chairman of the Council of American Structural Engineers (CASE), I would be remiss and probably impeached if I do not start by highlighting the need for an agreement between the Architect or the Engineer and the client to establish a scope of services to be provided by the design team and an understanding of the relationship among parties.
