Abstract: This paper presents an overview of critical factors/methods used in utility and infrastructure vulnerability assessments, including those required for water utilities under the Bioterrorism Act of 2002. Illustrations from actual vulnerability assessments will be used (non-confidential data only). Typical results will be presented. Lessons learned associated with the efficient and effective performance of vulnerability assessments, as well as implementation of the results will be discussed. Finally, the application of Lessons Learned to current vulnerability assessment and security situations will be presented.
