Abstract:

A comprehensive debris-management plan for the city of Houston will facilitate and coordinate the management of debris removal and disposal following a disaster to mitigate any threat to the health, safety, and welfare of residents. This plan has set the standard for future mitigation services for the public and private sectors, and the format and procedures can be modified to accommodate any size community. The model links Houston's digital maps and facilities database with the U.S. Army Corps of Engineers Hurricane Debris modeling program. With a click of the mouse the debris manager can predict the amount and types of debris that will be generated, depending on the storm's course and strength. The debris manager can also view a complete layout of affected neighborhoods, including access points, house locations, and such potential obstacles as overhead utility lines and flood-prone areas.
