Abstract:

In 1996, the city of Fairbanks, Alaska, offered its Fairbanks Municipal Utilities System for sale to private bidders. Four different entities assumed ownership of the water and wastewater, electric, steam heat, and telephone utilities, but not before intense public scrutiny and state and federal government negotiations threatened to kill the deal. In the end, the transaction resulted in one of the first major privatization efforts of public utilities in the U.S.
