Abstract: Consulting Engineering: A Guide for the Engagement of Engineering Services (Manual 45), is a comprehensive revision of the previous edition of the manual. Manual 45 addresses the procurement of engineering services for a quality project. It is divided into seven sections. The first section, The Practice of Engineering, discusses such topics as professional responsibility, client-engineer relationships, and selection of a consulting engineer. Classification of Engineering Services, the second section, discusses in detail the variety of services provided by consulting engineers. Some of these are feasibility investigations, appraisals and valuations, preliminary design, and operation. The next section provides guidance on the selection of an engineer. It discusses several selection procedures available. Next, comes a discussion on different methods of charging for engineering services such as hourly billing rate or fixed price. The fifth section discusses the total project cost which would include such items as legal and administrative costs, and some contingency allowance. The final section, Contracts for Engineering Services, covers such topics as contracts with Associate Professionals, limitation of risk, and partnering. The manual includes a glossary of terms.
