Abstract:

For the past 18 years, ground water artificially-stored in the Chino Basin, has been managed as a zero-interest bank account. Recent water resources management studies show that losses of artificially-stored ground water will occur with increasing magnitude as agricultural land is converted to urban uses. This paper describes the loss mechanism, ramifications of the loss, and concludes with recommendations to manage artificially-stored ground water in the Chino Basin.
