Abstract:

The City of Salem, Oregon is developing an Aquifer Storage and Recovery (ASR) system to provide a 20 mgd capacity, 440 mg volume, emergency storage and peak day supplementary supply. When the project began, the water rights and groundwater quality permitting process was not conducive to ASR development in Oregon However, working with the State agencies, permits were obtained to allow a pilot test program to proceed. Based on this experience, a new state law was crafted to ease permitting for ASR projects in Oregon. The results of the first year of pilot testing have demonstrated the feasibility of the ASR supply. The use of a design/build approach to the project is assisting in meeting the short-term goal of 4 mgd of ASR capacity on line by the summer of 1996 at a low cost.
