Abstract:

This paper provides a discussion about the challenges in developing a Mexican Botder Ground Water Agreement for the management of shallow ground waters that connect to the surface water flows across the boundaries between states of the United States and Mexico. The presentation has pointed out the diversity of the border state water laws and the proposals for developing a model document to govern the management of transboundary ground waters.
