Abstract: After more than two decades of planning, design, and construction, the San Diego County Water Authority has completed its $1.5-billion Emergency & Carryover Storage Project, a concerted effort to prevent long-term disruptions of water supplies to the region. With the added storage in place, the water infrastructure system that serves the San Diego region is much better prepared to operate after a major earthquake or to accommodate demand during an extended drought.
