Abstract: Because the bulk of dams in the United States were built before this century, they are particularly plagued by aging infrastructure. Over the generations, the goal of those working on dams has moved from building new structures to maintaining, rehabilitating, and ensuring the safety of the existing dams—and the safety of those populations who live below the impounded water.
